The former Head of HR at Google was discussing organisational culture recently and he said that organisational culture used to be internal but was now living outside the organisation.
The principle is the same for learning, the inside is now the outside. There are few skills and behaviours which are employer-specific any more. Similarly, employees have more opportunity than ever to bring outside expertise in and deploy it.
Learning has a role as much in helping the outside in as marshalling the inside exclusively.
I remember years ago someone saying that it was easier to find each other on Linkedin than on any of their internal systems. The firewall is a figment of IT’s imagination.
